Xianzhe/eval training

This PR includes a set of changes that enable evaluating temporal and tick-tock sharing of any of two models below:

• vision (it itself includes a series of models by changing the arc field)
• nasnet (both mobile and large)
• dcgan

The configuration file is in ./Tick-Tock/main.py.
