Create docs for setting up a Tailscale VPN #17

I was inspired to contribute from conversations at ETHcc.

This page is an adaptation of these Rocket Pool docs.

TODO: There should be an explicit reference between this page and the Setting up home VPN access to make it clear that these are alternative options and the reader must choose which is most appropriate for them.

I will wait for an initial review of the new page and guidance on the best way to include this reference before adding it.

From an initial review it looks great so I'll merge it to GitBook where I can make any formatting changes that might be needed.
