chore: cleanup p2p-interface spec #12

Various cleanups to the p2p-interface.

  1. Remove references to sections/containers that don't exist or aren't use.
  2. Run doctoc
  3. Some capitalization/punctuation/grammar fixes
  4. Fix the respose_chunk descriptions for the req/resp domain.
