added week8 resources

For week 8 my rough plan is a bit of an overview of teku, but because of the excellent resources already available, i was going to focus on

• rest api declarative framework
• I'm also hopeful that I can make a rough walkthrough of EIP -> spec -> code which may be particularly interesting to this audience. The intent is to cover a couple of examples of EIP-7251 (maxEB) because that's the project I've been working on recently.
