Wiki - Advice for new coming protocol devs #306

I'm initiating the conversation for a wiki housing advice and guidance for incoming protocol devs. I've created a preliminary form to collect views from current core devs.

@hopinheimer just a little improvement on the text:

A lot of the new comers struggle to get into protocol development simply because of the lack of understand how open Ethereum as a community is.

"Some infinities are bigger than others". Let's try to pave the way for new protocol devs to make Ethereum to be a larger infinite garden than it already ~it~ is. A lot of ~the~ newcomers struggle to get into protocol development simply because they lack the understanding of how open and supportive the Ethereum community is. Your valuable advice to them would go a long way. Please share a brief note on how you would approach protocol development as a newcomer.

I have reworded slightly for simplicity. You could also add an optional name field. Great initiative!
