libkml has no version info #71

At least one header should #define something akin
to major,minor,micro,build and at least one library
should provide a GetVersion.  Thus an app can detect
at runtime if there's a mismatch between the headers
it was compiled with vs the version of the binary library.
expat's version header/api is a fine example to emulate.
