Add link to hall monitor-webpage in the digest-emails #20

Add link to enelson.dev.openstreetmap.org/osm_hall_monitor in the digest-email so that if a user want to unsubscribe, update or change the monitoring its easy as a click of a mouse

Thanks for the report! I am reworking the email subscription process this week, and this feature will be included.
