Added support for GitHub Codespaces #69

I thought this project would be a good candidate to run on Codespaces now that it's not being hosted anymore. This will allow easy PythonBuddy use with minimal technical knowledge and setup.

Added the following Codespaces support:

Devcontainer configuration .devcontainer/devcontainer.json
Simple run script setup.sh
Codespace instructions in README.md
