Change static content for 2016 #1

Change the year number in the static content from 2015 to 2016.

Waiting to update the background.

I have merged your code.

However, take note that right after the merge I have done some improvements I made.

In particular, how I have moved the declaration of the YEAR variable into our config.py which is particularly useful if say we have Yechuan 2017 :)
