I vote yes. It's a free source and the commits are immutable.

I am also in favour of allowing links to the Yellow Paper. It meets the requirements in EIP-5757.

The yellow paper has not been updated for several forks. Bringing it up-to-date post merge is going to be a huge effort. It has also been deprecated by the execution-specs. We should not allow people to forego using the most up-to-date specs for Ethereum. There is no reason to allow yellow paper links in an EIP in 2023 and beyond.

Nonetheless, it meets the requirements set by EIP-5757. Also, I believe maintaining the Yellow Paper is valuable.

I believe rough consensus has been reached. Links to the Yellow Paper will be allowed.
