User rights in Team-Pad is not enforced -> Everyone is Admin #268

In a Team-Pad, there are users and Admin-users. The difference is, that users do not see, the links to the Team-Admin panel:

http://propad.example.com/ep/admin/account-manager/

But, if the user knows the URL, she can do everything, only admins can do.
