Is it possible to replace the complete ep_admin with an own plugin? if yes how, and what other plugins besides plugin_loader are involved?
I would suggest releasing the complete admin backend as a plugin which then could get extended with additional functionality. That way the parts belonging to the admin manager are much easier to identify and they could get replaced with their own modified plugins easily. More modifications to that part would also increase the chance to get more people involved in developing features for the backend or other admin themes.
