Add 0x0980 Distributed Clock Cyclic Unit Control register

There is vanishingly little documentation (I could find anyway) on 0x0980. The spec lists it simply as reserved in ETG1000.4 Table 61. Very helpful, thank you. Wireshark gives a little more info on what the bits and the name is, meaning I have enough info to add it to Register.
