You need to pay gas for every transaction you do in the Ethereum network. Because of the way Ethereum was designed, gas has to come from your wallet (not from the smart contract you are sending to). If you want, you can squeeze this one transaction through by decreasing the gas price from 4 gwei to 3 gwei (in the MetaMask accept window). Otherwise, add some ETH to your wallet from some other source and try again.

I did trade my BTC for ETH on bitstamp and sent ETH to my metamask wallet, as i have heard about gas potentially being a problem here, but now it's been exactly 1hour and i still haven't recieved any ETH to my wallet. Any idea why?
The transaction is either pending on Etherscan or bitstamp hasn't sent it yet. Check for the transaction hash.

So I set the gas price to 3 and it got through. :) On the Etherscan tab with transfers there is no record of bitstamp sending anything. What is the longest I could wait in your opinion? It says the transfer is finished in bitstamp transfer tab.
You should reach out to bitstamp about that. They should send the transaction and provide a transaction hash for you to follow.

With .007 you can do it, .0007 is too small

Well I did it with 0.000798ETH, setting the gwei to 3 as zackcoburn kindly suggested.

how can i get back my accounts and keys from old ether delta before it changed address
