Add EIP 1789 to the Istanbul Hard Fork list #23

I'm not sure the process by which this happens. Maybe it was discussed on the all core devs call today, which I missed--will listen to the recording to catch up.

TLDR as i understand it - we need to get the EIP in by May, and then convince some subset of people that it should be included in the istanbul HF

That wiki page is a placeholder but yes signaling on that is a good start.

I would suggest someone present in Berlin in April.

Updated EIP233 will be doing a PR against the hardfork meta.

Happy to present on this in Berlin in April, with the caveat that at this point I don't really understand the distinction between eth1x and Istanbul. While we are aiming to get an EIP into Istanbul, I don't really consider ecosystem funding to be part of the eth1x roadmap, as eth1x is more about technical questions and less about governance.

@bmann is the April meeting intended as an Eth1x meeting or as an Istanbul roadmap meeting? Is there a difference?

Then again, this funding would benefit eth1x work, eth1x is in a sense already political (e.g. storage maintenance fees), and the broad theme of eth1x is "sustainability."

Meeting is what is being proposed for Istanbul — one month ahead of deadline.

But also kick off discussions that are multi-fork and roadmap ahead.

I’ve had some feedback that devs don’t want to talk too much Governance in Berlin, but at this point if we don’t unstick this I’m unclear if we can get consensus on any hard forks....
