The second EIP is the one that increases from 0% and also says where the ETH goes and how it is governed (Maybe not all of these things in a single EIP, but not sure). Seems to be 2 to 3 different proposals out there if not more. Hopefully on the call today there can be some more direction on what comes next for this part.
