I would suggest placing social code like this into a repo called "policies".
Each policy can be an MD file, this one might be "telegram.md" or "online-chat-discussions.md". Perhaps additional ones could be Code of Conduct, privacy policy, disclosure of confidential information policy, etc.
In the Magicians' Integrity Ring I am helping with the Community Code of Conduct, and have proposed a general framework enabling teams to adopt policies, and a key piece is each team maintaining a policies repo.

I would like to propose that Chatham House Rules be encouraged for certain working groups. Certain information relating to issues being researched may be confidential.
I am not sure if this should apply to the main channel, or if posts unintentionally or intentionally revealing confidential information should be deleted.
