Might be covered somewhere, but what is the current state of these proposals? Like: have some things been decided already? Or only, really early? etc?

my understanding is that we're going to submit two EIPs to istanbul.

  1. puts code to do inflation funding in clients, but sets ADDRESS to null and amount to 0
  2. makes (1) non-0 and proposes a DAO to administer funds
