Windows builds 0.16.2 and later have terrible AMD GPU OpenCL hashrates #1857

Windows builds 0.16.2 and later have terrible AMD GPU OpenCL hashrates regardless of AMD driver versions and I've tried everything up to 19.2.3. I'm stuck on 0.16.1 because of this. My AMD Radeon VII's do 85MH/s each on 0.16.1 but only 45MH/s on 0.16.2 and later.

Seeing similar behaviour, hashrate halved

Same problem on Windows with Vega64. 43Mh/s on cl-kernel with 0.16.1, not even 30Mh/s with all freshier.

same for ubuntu16 and amd readon 390 -> hashrate from 29 Mh with 0.16.1 to 20 Mh with 0.16.2. Same with 0.17.0

Can I ask how you are getting ethminer to see your Radeon 7's? Mine doesn't see them and I've tried several different versions.
