Add initial docs #13

Documentation driven development means we can get a head start on the docs and also help contributors have a clear spec of what is being implemented. These docs can be a fork of the existing docs site so when we want to make the real docs we have a big head start.

[ ] Add existing docs site as git submodule to docs
[ ] Work with @sbvegan to figure out approximately where to put them
[ ] Add getting started documentation to get set up using mokimism
[ ] Add what is mocktimism docs
[ ] Add CLI/TOML config reference

Hold off on adding specific guides like "how to dump state" for now.
