Productionize config package #24

Description

In https://github.com/ethereum-optimism/mocktimism/pull/22 we added a config but we only handle the happy path. This ticket aggregates tasks to productionize this config

Acceptance criteria

[ ] Look for toml file in ascestor directories
[ ] Add a config option for configuring the anvil command path
[x] Validate l2 chains and l1 chains match
[ ] Validate no orphan l1 chains are configures
[ ] Handle unknown key errors with an easier read error message
[ ] Validate important missing configurations
[x] Add defaults
[x] Add a config cli that will return the config similar to `forge config

Config validation is quite strong now
