feat: Update OP geth to support l2

• Update op geth to support l2
• Some general changes to make it more 1 to 1 match what make devnet up in monorepo is doing

Note though all other mocktimism prs come with tests I have not written any tests yet for this specific module and that is intentional. We aren't 100% confident we implemented the correct thing. So we don't want to slow ourselves down with tests until we get some level of the entire rollup devnet working together e2e. This will happen after we add batcher op node genesis etc.
