Amends the configurable EIP-1559 parameters spec with:

A clarifying directive to include the payload's eip1559Params within the PayloadID hasher, if they are present.
A new attributes validity rule where, if eip1559Params.denominator == 0, the payload attributes are to be considered INVALID by the engine.
