Commit 295a87e on this PR was used to revert the guardian to the foundation (i.e. we reverted https://sepolia.etherscan.io/tx/0xd62f0d4a18b8917c90eb1e9d89551448e257a46dbd08621e27da3a739e7ffa05 which set the guardian to the security council. After that was executed in https://sepolia.etherscan.io/tx/0x3d2b9d3e6aaf9f436f05d47c7ae547a3202132ae927966d8fc95c6277d4246b0, we reverted the data change in this PR in 00728b9 so the updated checks that were needed can be merged.
