Can EIP-Bot report a neutral status instead of a failure? #97

Not sure if this'll work with kodiak, but it would be nice if EIP-Bot reported a neutral status until all required approvals have arrived. That way the check result will only show a red "X" when there's an actual issue that needs addressing.
