add "arbitrary precision" to title #8555

actually, it is arbitrary precision. the theory is. i did not add that because in practice, the machine is limited. however, i think it is important to understand, that it has as much precision as some finite machine allows. within that limit, you can count on arbitrary precision here.

omg, i forced pushed trying to clean the git structure, as github was showing all files as diff, even tho its only a few word changes. now it seems i cannot reopen the PR, maybe never create a PR again? i bricked my EIP?

i will squash all my commits into 1 and ask for reviewers to manual diff
