Methods for genesis state #69

Issue

Genesis state is currently only created in conftest and so is not immediately clear to people when surveying the repo.

Proposed Implementation

add methods in /beacon_chain/state that generate the various components of the genesis state
add validity tests for these methods
have the fixtures in conf_test use these methods
