Upgrade template #261

What was wrong?

Updates from the python project template, notably:

drop python 3.7 support
use pre-commit for linting
change the name of the master branch to main

todo before ready for review:

typing noted to go after py35 in eth_utils/logging.py
- Created issue #262 to handle this separately.
.format and % string updates
- OMG adding pyupgrade to pre-commit automagically f-strings everything!
