Looks like this is a duplicate of #11160, which had a PR attached for it:

This has been reopened and updated with latest from dev.

@bturner200 please review this PR for accuracy, noting existing comments/discussion... If you could comment over there if you're alright with this we can switch it out of draft to "ready for review" and get this in. Thanks!

@corwintines This first issue was done incorrectly - can you please amend it with the notes above? I don't think an additional issue is needed here
