Refactor validator service #1205

What's changed

ProposerService refactored and renamed to ValidatorService.
Now it's responsible for keeping beacon chain head and submitting tasks of both proposer and attester kinds.

Depends on https://github.com/ethereum/ethereumj/pull/1195
