The EIP-2935 implementation slightly out of date.

Update EIP-2935 to the latest spec. The following changes have been made.

The BLOCKHASH opcode has been restored to the its original function, including the gas fee structure
For fork block, the backfilling of block hashes in the system contract no longer happens
