Would appreciate some clarification as to contents of this page.

Note that backup of accounts, and import of accounts using private keys is already covered in Account Management.
Wallet services are listed in Ecosystem>Infrastructure>Getting and storing Ether>Wallet and ether storage services (here).
Importing pre-sale wallets is NOT covered anywhere yet.

What else goes into this page that is currently titled “Backup/Import Accounts”?

Good question. @bobsummerwill is planning on taking all of the turboethereum guide (which includes a section on cold storage and ethkey) and moving it to the homestead guide. Maybe it should all be consolidated into "Account Management" section to avoid confusion. So instead of having a back/restore page, we just have another sub-area of the accounts page to include pre-sale import and some online wallet options.
