On thing we're planning to discuss in the "Spec updates" dept is Irregular state change-less EOF

I'll miss the meeting, but I am strongly in favor of a solution that does not require an irregular state change.

Among ACD callers who are not in the EVM call, I expect significant pushback against an ISC.
An ISC makes L2 and altchain adoption more difficult.
