Spec - define initcontainer_size for EIP-7620

Client updates

Besu:

• all stack implemented

  geth update:

• close to done with implementing megaspec opcodes, about to start testing with reference tests
• Feedback about the EOF Megaspec - OPCODE defers to the spec of other OPCODE, spec not perfect but "OK"

Spec update:

• EIPs 3540 4750 and 5450 are now aligned with EOF megaspec document
• EIP 7620 has some minor clarifications pending review
• Add Meta EIP soon to be merged
• Current state of testing EOF was discussed with the testing team.

testing team:

• hold off contributing to ethereum-spec-tests, after a couple of days more infrastructure will be ready to accept contributions.

• EOF Banning code introspection was discussed.

Next call:

• discuss EOF version without irregular state change (https://github.com/ipsilon/eof/pull/78) and EOF version without TXCREATE (https://github.com/ipsilon/eof/pull/76 - this one needs a slight update, tbd soon), after everyone gets on the same page with the proposals
• discuss initcode mode validation (https://github.com/ipsilon/eof/pull/86)
• discuss RETURNDATA* 0-padding (https://github.com/ipsilon/eof/pull/90)
