I would like to propose the following spec change

I won't be able to make it but would like to confirm consensus and/or get a temperature check on:

1) preference to have CL drive blob limits, but NOT handle gas/fee computations (context: https://github.com/ethereum/consensus-specs/pull/3800 vs https://github.com/ethereum/consensus-specs/pull/3813) 2) do we realistically see ourselves changing the blob target to anything other than MAX // 2? if we do, then we should also have the CL send target along with max values (with the resulting extension of the EL header to have both values)
