I want to quickly talk about a potential change to the blob base fee calculation we might want to add to EIP-7742 to make sure the base fee changes are (more) symmetric around the target. This allows us to e.g. go to a target of 4 and a max of 6 blobs without ending up with a base fee that reacts more elastic in one way (down) than the other (up).

Preferably, we would ship it before actually deviating form max = target * 2.

For PeerDAS, we want to check with EL clients: Is it okay to move PeerDAS feature into the new Fulu spec as a new fork? The PR is https://github.com/ethereum/consensus-specs/pull/3994
