Beacon network check list

Some high level steps to take on start developing beacon network that @ogenev and me went over in the Portal meet-up.

We can later add client information and/or more granular items to see where we are at, this is just a first quick go. Feel free to edit / improve ;-)

[x] test vectors for content types
[x] Add beacon LC sync implementation
[x] Add bridge implementation that can inject the content (1 Client bridge, initially, is enough here, Fluffy has something WIP here)
[x] Start network without validation -> inject data, nodes accept data without validation, try to sync from this data.
[x] Next, implementation of validation of content on node that is synced

Closing this as we currently have a functional Portal beacon network. I'm not sure if every node does full validation, but at least it is written in the specs on how that could be implemented currently.
