Centralized scheme for reputation

Thinking about #277 lead me to explore what a centralized reputation service might look like.

• Pick a random node in the network
• Based on their node-id and advertised radius, lookup all of the content keys that they should be storing.
• Pick a representative random sample of those keys.
• For each key, query the node for the data.
  • Mark as success if data is retrieved successfully from that node.
  • Mark as failure if data is not retrieve and data is able to be retrieved from a RFN to the broader network.
• Publish audit records for the nodes in the network.

There is a lot of nuance to how this kind of service would need to operate but this is the simplified version of how it would work.

Over time, this would surface a mostly objective and fully centralized measurement of how individual nodes contribute to the network.
