What was wrong?

Update ethereum/tests to v13.1
"Merge" was correctly updated to "Paris" in this version -> relevant changes included.
Some new tests are failing. Issue created to address them #2150.

Note: This PR will be important to catch all the updated cancun tests for testing the cancun-network-upgrade branch.
