remove duplicated github template files #2167

What was wrong?

The github template files were accidentally duplicated in python template merging. This removes the .yaml versions.

How was it fixed?

Todo:

[ ] Clean up commit history
[ ] Add or update documentation related to these changes
[ ] Add entry to the release notes
