The python project template was recently updated. This merges the template in for easier upkeep in the future.
The lint-roll diff was reasonably small (~ 20 files), so this pr also includes black, isort, and flake8 changes.
The change from CircleCI config v2.0 -> v2.1 disallowed periods in job names, so I updated the update_geth.py script to fill correctly and to accept underscored versions instead.
