Proposal: Gas Usage Report #17

[ ] Measure gas usage per contract function during pytest execution
[ ] Produce report with min/max/avg/std dev per contract function (per contract)
[ ] (Optional) Validate that max never exceeds setting in ABI (Vyper puts max gas estimate in ABI)
[ ] (Optional) Output cost estimate (using web3py historical pricing)

NOTE: Split this out from Contract class proposal (it didn't make sense there)

pytest-cov could service as inspiration
