Changes for ArrowGlacier Fork #153

This PR adds changes required for the ArrowGlacier fork , and also the new categories of the DifficultyTests (dfByzantium, dfHomestead, ...). Update: New category includes only dfArrowGlacier, the rest will be moved to another PR.
