Add missing evmone error messages (initcodes) #226

Adds a bunch of initcodes-related error messages for invalid transactions.

NOTE:This addition reflects current status of evmone master branch, and as such includes error messages related to the InitcodeTransaction, even though it might be decided against having it in the first revision of EOF.

it is coming a whole exception names rework to make it look like pyspecs. but this one will work in legacy mode.
