Rename all occurences of *.v.py to *.vy. #116

Recently, vyper extension has been set to .vy as beta version releases. Additional information is described here

What was wrong?

As Viper beta version releases, its custom extension .vy has taken place for v.py, not depending on python lexer anymore. Further development for the extension is on process.

How was it fixed?

Rename all occurrences of .v.py to .vy

@hskang9 Ah, sorry, I should explain it! The current sharding implementation plan is moved to the new Casper+Sharding chain spec (draft), where there’s no complicated sharding manager contract.
