All tests regeneration: Leave only cancun vectors, update exceptions to pyspecs #1380

A snapshot of all the test vectors was done into the LegacyTests folder. Now all the most recent .json tests will be handled by pyspecs and over time converted into .py The generated tests now contain only Cancun revision. all previous tests revisions are in LegacyTests.
