changes changelog name from releases to release_notes #3399

What was wrong?

releases changed to release_notes in v7 to match template, but this breaks links when switching between the different versions' docs.

How was it fixed?

Changed v6 docs to use release_notes

[x] Add or update documentation related to these changes
