I submitted this again because the last one failed, even though it had tweet text.

Some are getting through and others aren't, and there is no clear guidance from twitter.

I'm guessing twitter might also be rejecting retweets that don't have some substantial amount of text.

Turns out the API is now rejecting all requests for some reason.
