Before we discard completely the 2 APIs (#48) on a later release, we need to communicate our intentions to the node operators well in advance.
In order to proceed to the merge of the two, we need to add warnings to both APIs that the /bee & /debug will be merged soon under the /bee API, so that they prepare their code accordingly. Also we need relevant messages on startup as well.
