add a preinstall hook to the secrets #86

If this doesn't interfere with your workflow it would lower the entry barrier for folks that are just wanting to explore running nodes with minimal effort.

I will craft a post-delete hook as well if you think this is a good idea. I just haven't had a chance yet, and I wasn't sure if you felt this was a helpful addition.

@camronlevanger during the Swarm Summit you mentioned that the chart wasn't working properly because the secret wasn't created upfront. Can you provide us with a bit more information so that we can reproduce this on our side?
